A manual worker who has completed fifteen years of age but has not completed sixty years of age and who is engaged to do any manual work in construction or maintenance of dams, bridges, roads or in any building operations, stone breaking or stone crushing, brick manufactory (other than those covered under the Factories Act) and construction of pandals as a worker falling under any one of the 38 classes of workers specified in the scheme, may register his name with the Board for the purpose of the scheme

No registration fee is collected. The registration is valid for two years. The registration has to be renewed once in two years. The workers who are registered with the Board are issued with Identity Cards assigning registration numbers, free of cost. 23,60,719 workers have registered their names with the Board up to 28.02.2014..

19,88,882 workers have registered their names with the Board upto 31.03.2010.
